Tumkur University
Tumkur University was established in 2004 to address the needs of students in higher education in Tumakuru District. Aiming to achieve human potential development through committed and dedicated efforts, the University is ensuring an effective application of integrated and interdisciplinary approaches in its dissemination of knowledge. Within a short span of time, the vision of the university has been successful in getting necessary infrastructure to the institution and is now marching towards establishing itself into a Centre of Excellence.
University College of Arts
University College of Arts was formerly called as Government Arts College established in 1940. In 2009, Tumkur University recognised the College as a constituent college of the University and renamed it ‘University College of Arts’. The college is re-accredited by NAAC with “A” Grade in the year 2012. It caters to the diverse educational needs of rural students in Tumkur District. It offers an UG and PG course in order to fulfil the requirements of higher education. The college has been striving to create fruitful learning atmosphere for the students.
Library and Information Center
Library and Information Center is a hub of academic activities. It has rich collection of learning resources in different disciplines. It has in its stock about 82,000 Books and subscribed sage journals print and online. It also subscribed the NLIST e-resources to meet the needs of the users. It provides the traditional and web based services to the faculty and students to enhance the quality of Education and Research

About the Conference
Open Access is one of the subjects of discussion which has emerged as a new trend in the digital era. The advances in ICT have given rise to the idea of open access resources and open access software to overcome the price barrier for accessing scholarly work. Today's knowledge-based society, with the advent of Internet, Open access helps widespread and easy access to scholarly information facilitating research and innovation. Open access is not only changing the nature of scholarly communication but even the way research is carried out. Therefore National Conference on this topic is appropriate to deliver the message on open access and its developments to the LIS professionals. The deliberations of the Conference promote professional practice and academic research.
Objectives of the Conference:
The conference aims at bringing together leading academic scientists, researchers and research scholars to exchange or share their experiences and research results about all aspects of Open Access. It provides the premier interdisciplinary forum for researchers, practitioners and educators to present and discuss the most recent innovations, trends, concerns, practical challenges encountered and the solutions adopted in the field of Open Access.
